Which cut is best for fine hair?

I have waist length hair. Fine in texture and medium in thickness. I'm going to get another trim soon and I'm wondering whether it would be better to have it :



1. Blunt Cut



2. Long layers throughout



OR



3.Long Layers down the sides/one length in the back



I'm wanting my hair to look thicker. I'm not willing to cut a lot of length off.

I would cut maybe an inch off the bottom, just to avoid split ends. Do the layered look, but have some layers in the back. It might look weird with no layers. Make sure they're long and don't forget to get chin-length bangs.
